Saudi Arabia classifies work permits based on profession and skill levels:

How to get a Saudi Arabia Work Permit?
For Pakistani nationals seeking employment in Saudi Arabia, the employer (sponsor) is responsible for obtaining the work permit (Iqama) on your behalf. The Ministry of Human Resources and Social Development (MHRSD) and Jawazat (Passport Office) oversee the issuance of work permits and residence permits in Saudi Arabia.

The Saudi employer (sponsor) submits a request for a work permit through the Ministry’s online system.
Required documents and information are uploaded for verification.
The Ministry reviews the application and may request corrections or additional details.
Once approved, a Work Visa Authorization is issued, which the employer forwards to the candidate for visa stamping at the Saudi Embassy in Pakistan.
Upon arrival in Saudi Arabia, the employer finalizes the Iqama (residency permit), allowing the employee to live and work legally.
